As Executive Director of Hawkins County 911, I am proud to share our 2025 Annual Report with the citizens we serve.

This report is more than numbers, charts, or statistics. It represents a year of service, sacrifice, and teamwork across our entire public safety system—often during moments when our community needed help the most.

First and foremost, I want to recognize the men and women of Hawkins County 911. The successes reflected in this report exist because of their dedication, professionalism, and commitment to answering the call—day or night, weekends and holidays, during storms, disasters, and everyday emergencies. These professionals work behind the scenes and are often unseen, yet they are the first critical link in every public safety response. Their ability to remain calm under pressure, gather vital information, and coordinate resources saves lives every single day. This annual report belongs to them.

This report also reflects the tireless work of our public safety partners across Hawkins County, including law enforcement, fire departments, EMS, rescue squads, and emergency management. It represents the countless hours spent responding and serving the public—often at great personal sacrifice. I want to especially recognize our volunteer agencies, whose members continue to answer the call at increasing rates despite a continued decline in volunteer staffing throughout the county. The rise in volunteer responses, even as the number of available volunteers decreases, speaks volumes about their dedication to service and commitment to their communities.

To the citizens of Hawkins County, thank you for your continued trust and support. Every time you dial 911, you place an incredible responsibility on our system and the people behind it. Your patience, cooperation, and understanding—especially during periods of high call volume or widespread emergencies—help our teams do their jobs effectively and safely.

The annual report also highlights the importance of data in telling our story and planning for the future. Accurate call documentation and service data allow us to evaluate workload, staffing needs, response times, and system performance. This transparency ensures accountability and helps guide informed decisions as we work to strengthen emergency communications and public safety services countywide.

Hawkins County 911 exists for one purpose: to serve this community when it matters most. The progress outlined in this report reflects not only our commitment to continuous improvement, but also the strong partnership between our communications professionals, public safety agencies, volunteers, local leadership, and the citizens we are honored to serve.

On behalf of everyone at Hawkins County 911, thank you for your support, your trust, and the opportunity to serve you.
